We would rather report a gap than pad around it.

The starting point is the audience, described plainly enough to measure. Rows that cannot be verified are separated from rows that failed verification. Lineage survives the handover rather than being stripped at the door.

2. Tenure checks

   Testing whether a named individual is still in the role the record claims for them.

3. Segment splitting

   Dividing a universe into parts that can be approached differently, with counts given per part.
